A psychoeducational evaluation is designed to evaluate a child’s intellectual and social-emotional development as well as his/her academic progress and adjustment in school. It consists of a set of tests, observations, and history taking about the child. It helps to understand and highlight a child’s strengths and weaknesses.
As a parent, guardian or advocate, the Individuals with Disabilities Education Act (IDEA) which is a federal law, gives you the right to request that your public school evaluate your child for special education and related services. Schools are required to locate, identify and evaluate all children with disabilities from birth through age 21. The Child Find mandate applies to all children who reside within a State, including children who attend private schools and public schools, highly mobile children, migrant children, homeless children, and children who are wards of the state.
This includes all children who are suspected of having a disability, including children who receive passing grades and are "advancing from grade to grade." The law does not require children to be "labeled" or classified by their disability.
Parents must request the evaluation in writing with a copy of the letter faxed or hand-delivered to the principal and a copy faxed or mailed to their district’s special education director or coordinator. Be sure to keep a copy of the letter for your records (and the fax transmittal receipt showing the fax went through). If hand-delivering, write down the name of the person you gave the request to and the time and date on the back of your copy, have them sign their name or stamp it “received”. In California, the school district has 15 days to get an assessment plan to the parents for their signature. Once the Assessment Plan is signed by the parents and returned to the school, in California, the district has 60 days, not counting days between the student’s regular school sessions, terms, or days of school vacation in excess of five schooldays, unless the parent agrees, in writing, to an extension.
